Our History
The early vision for the Waterford Economic Community Action Network (W.E.C.A.N.) began around 2022 as the brainchild of Susan Osborn, who was serving as Waterford’s public librarian at the time. Through her daily interactions with residents, she recognized meaningful gaps within the community and began imagining ways to close those gaps.
Susan started conversations with fellow Waterfordites about improving access to art and culture, revitalizing and caring for community green spaces - including creating parks and revitalizing Lake LeBoeuf, as well as supporting local businesses. As she connected with others who shared her passion, the foundation for a nonprofit organization began to take shape.
In those early days, dedicated community members including Joanne Lenart-Weary, Rose Graham, and Rebecca Fetzer-Long joined Susan in the challenging work of creating a legal nonprofit. Together, they developed bylaws, completed state and federal nonprofit filings, and established what is known today as W.E.C.A.N.
In late 2022, Darlene Ryan joined the cause and was soon elected Executive Board Chair. Under her leadership, W.E.C.A.N. has grown into the multifaceted nonprofit it is today. With the dedication of current board members and the commitment of past board members such as Jeff Horneman, Michelle Horneman, Jon Fetzner, Tim Hershberger, and others — along with the tireless support of countless volunteers — the organization has expanded its reach and impact throughout the community.
From those humble beginnings, W.E.C.A.N. has become a positive and active force within Waterford. Current board members, officers, and volunteers continue to advance the original vision while expanding into new areas such as health and wellness, public relations and marketing, grants and funding, and planning and supporting community events that bring people together.
W.E.C.A.N. is proud to partner with local municipalities including Waterford Borough and Waterford Township to accomplish larger community goals. We also value strong collaboration with local organizations such as the American Legion, Kiwanis Club of Fort LeBoeuf, Fort LeBoeuf Historical Society, Stancliff Hose Company, Lions Club International, the Waterford Food Pantry, the Waterford Public Library, and local church organizations. Through these partnerships, we work together to promote and strengthen all that Waterford offers — small-town living at its best.
