Community Murals
Community Murals at the Waterford Borough Building In partnership with the Borough of Waterford and with the support of grant funding from the Erie County Gaming & Revenue Authority, W.E.C.A.N. proudly coordinated the creation of two large-scale community murals on the walls of the Waterford Borough Building.
Both murals were painted by local artist and Fort LeBoeuf High School graduate Ralph Bacon, selected through a public proposal process. The Mural Committee invited local artists to submit concepts that would reflect the spirit, history, and heart of our town.
Ralph’s visions beautifully captured what makes Waterford unique — and meaningful — to those who call it home.
The First Mural
Dedicated July 15, 2022
The first mural is a sweeping depiction of the seasons in Waterford and the landmarks and traditions that define our community. It features:
The historic French fort built in our town
Maple trees representing our maple syrup heritage
Our downtown business district
Agriculture and rural landscapes
Lake LeBoeuf
A prominent Native woman is portrayed welcoming visitors to the region — a symbolic nod to the area’s deep and layered history. If you look closely, you’ll notice a subtle and creative detail: the word “Waterford” is shadowed throughout the length of the mural, woven thoughtfully into the design. This mural serves as both a celebration of our past and a vibrant invitation to all who visit.
The Second Mural

The second mural takes on a playful, nostalgic “postcard” theme. The letters of the word “Waterford” are filled with images that highlight everyday life and community pride, including:
A child standing in front of the elementary school
A local church
A Fort LeBoeuf band member
A Stancliff fireman
The Waterford Hotel
Community members painting
Each letter tells a story. Together, they create a colorful snapshot of who we are — a town rooted in history, strengthened by service, inspired by the arts, and centered around community. The mural also depicts our beloved gazebo.
These murals are more than public art installations. They are shared accomplishments — made possible through collaboration, grant support, local talent, and community vision. W.E.C.A.N. is honored to have helped bring these lasting tributes to life, creating welcoming landmarks that celebrate Waterford’s heritage and its future.
